It'd be ideal if you want background/context, but really, this series is pure fighting mayhem so you could jump right in if you really wanted to. If they're going to do a quick recap for newcomers, that would be probably be enough and if one wants to go back and watch the previous series, they can.

This is the second series. The manga for this is fully translated, but the one for first series isn't. I've talked to plenty of people who started reading here and consider it a fine starting point. There really isn't much you need to know going in, and what there is is easily inferred.
Also, the previous anime was made by a different studio. It's really unlikely the animators will depend on you having watched someone else's work (from 17 years ago, at that). They surely will make it newcomer friendly.

Since it will also air on regular TV before premiers it in the US a season later, there will always be fansubs.
Anyways, one that has kinda bothered me about the mangaka's design are the mousy faces. It seems in incongruent with the beefy designs and gar environment.
