Also--leaving aside the GG's odd qualifications of what's a "Foreign" film and what's Animated--Wind Rises isn't really THAT good. At least not when put next to a pretty good live-action Italian film.
(Which was exactly one of the reasons the Foreign-Language Oscar committee wasn't happy about being fan-pestered to vote for PonPoko and Princess Mononoke when there were plenty of better live-action nominees that year.)

As for Miyazaki, there's "final film", there's "career-culminating film", and there's "DEFINITIVE film".
And for "Definitive", that would be "Spirited Away" and it already won. (Beating out Lilo & Stitch and Treasure Planet.)
Now, if Spirited hadn't won and the voters gave the award to "Howl's Moving Castle" or "Ponyo" to make up for it, THAT would be a tragedy.
