Well it’s kind of a narrative thing.
Shapeshifting lends itself very well to misdirection & framing plots so it’s typically given to villains as they can more easily sow discord & chaos in the good guys with it.
Like it’s a very common plot for the villain to shapeshifter into the hero, commit a crime, & then frame said hero for the crime.
On the contrast heroes don't really misdirect or trick in that way as much.

From the last JP Popularity Poll the top 5 women of MHA were:
1. Momo Yaoyorozu (#7)
2. Ochaco Uraraka (#11)
3. Tsuyu Asui (#20)
4. Kyoka Jiro (#21)
5. Oh wait. That was all the women in the top 30 characters of MHA...
Though even Deku could only manage #3, so who knows what readers of this comic want from it? Bakugo shouting and Shoto thinking about his dad, I guess?

Happy to see my favorites at 1 and 2. Hoping to get to know number 5.
That latest JP poll was kind of depressing for female characters to me.

It really doesn't help if the girls aren't given much to do in the grand scheme of things and thus not being as popular as the guys. I don't know what will it take for the manga-ka to decide to give the girls their own major story lines and arcs. It's not like the readers would object to them.

Can someone tell me why Himeko Toga's number one? She's one of the creepiest characters in the whole show. I'll tell you this. If Jack the Ripper and Elizabeth Bathory got married and had a kid,he or she would a lot like Ms. Toga here. In my opinion,any of the other girls would have made a far better number one instead of the current one. I wouldn't want to be anywhere her. She just creeps me out to an extreme degree and she needs to be in an asylum somewhere,locked away for everyone's safety.
