If the guy paid via a card then that right there is how to track him down, bank records would at least find an address unless the card is stolen in which case you have an actual crime to prosecute him.

What he's doing isn't that clever. It has one major weakness, though I won't say what it is on the off-chance he reads this post. I'm not going to make it easier for him to get away with it. It is clever in that with the aid of faceless internet obscurity, this nameless man or woman can flash a virtual badge in any city, state, or country like a spider with a special lure of trustworthy credentials. But as you point out, it is not a new or overly complicated concept, and mistakes are being made.
In deviant psychological behaviors, there are theories in place about psychological escalation, or an individual increasing an activity to recieve the same reaction to his or her chosen stimulus. In the last year and a half, I have no idea how many cosplayers in the online community were targeted and propositioned by this predator, but if repeated occurrences are growing in the number of victims willing to step forward, perhaps we can spotlight this creep. We need to confirm without a shadow of doubt that this is a predator: a hazard to our safety, a repeating offender, and someone specifically targeting the boundaries and precautions of our hobby.
Hindsight is almost always 20/20, and ANN should have warned the community about this threat a year ago, but it is very difficult to identify and predict this type of person without a cooperative amount of physical data. Involving the authorities is the best option at this point, along with continuing to keep the community on alert, and keeping an eye on the younger members of our fandom. Hopefully this pervert will be caught soon by taking more risks under careless escalation, but before anyone else is victimized for their love of anime.

Umm... you guys do know it's possible to spoof an email to look like it's coming from any email address you want regardless of if you own the domain, right? Don't think a correct email address means you're safe, it just means the guy has competent hacking skills too.

Luckily, in this specific case, the perp is not that smart. If he was, he would already have been doing that. His M.O. shows this. It is important to confirm any official sources that contact you like this, though.

When you hear hoofbeats, think horses, not zebras. Unless you live in Africa and know where to find one, a horse is a safer bet in this case.
I remember when Gaia Online was popular, the administrative staff had a ton of trouble with account hackers impersonating their avatars and email adresses to get username and password info. If you ever recieve a message from a person you haven't spoken with before, contact their source or credentials directly before giving out any personal information.

There's so many catfishes these days it's like the internet has become an aquarium. I'm gonna play devil's advocate a little bit because I think part of the problem is the people who are quick to believe these frauds. With the internet as it is anyone can fake someone else relatively easily. It's the same situation on youtube. Ryan Higa's channel "nigahiga" has had imposters from "Nigahiga","NigaHiga", to "nigahiga .". The reason there's so many catfishes in the first place is because people actually fall for their tricks. Hold anything online with doubt and suspicion until they can prove their identity, and even then if they begin to seem fraudulent or creepy immediately block them. If someone from a supposedly reputable site contacted me and offered to pay $350 for me to act out porn, I don't care who they are they are getting the middle finger.

Indeed, at least one of the notorious manosphere/PUA sites has written a "How to Get Laid at Anime Conventions" guide. So if these predators are present, they're not necessarily mere disorganized "lone wolves" randomly wandering into the convention scene.

I feel like this person is taking advantage of the very nature of anime. The sample conversation used indicated he wanted stuff like panty shots, which is pretty standard in anime (and manga) and might not seem suspicious at all to some people.

Possibly fraud if you can prove, in court, that he claimed he was affiliated with ANN. ANN could then sue for damages to their brand. Granted I just quickly looked up the legal definition of fraud, but I really doubt that applies. One of the requirements to be fraudulent is that "the false statement must be made with the intent to deprive the victim of some legal right." I don't think asking for pics qualifies.
I'm not sure he did anything criminal at all unless he did it to someone under 18 (which he apparently was looking to do). What he is doing clearly makes him scum, but I'm not sure it makes him a criminal. Now the civil side probably has something that could be applied.
